I think the answer is yes - no more FIOS installations will be occurring.
I too am in the LA South Bay area and for whatever reason my location was one of the first FIOS installs - more than 5 years ago. I think I was the first person in my subdivision (about 400 homes) to actually get the service and I agree, it is the best out there. But of course you pay for that - I find FIOS to be more expensive than other services.
Over the past several years there have been several postings here saying that VZ has given up on building out the FIOS infrastructure. Of course there has never been any official statement abotu this from VZ itself. The reasons given for stopping FIOS was that it is just to expensive to install (for a whole host of reasons) and also that VZ is going to focus on 4G LTE as its means of delivering content and communication services from now on.
I've not seen anything official abotu that either so I reallyu have no idea what VZ's plans for FIOS or 4G LTE are. But I do know that several people have poisted questions like yours here over the past couple of years, and as far I I can tell none of them ever got FIOS.
